Rear fog lights

Brake lights are the most important rear lights and their effectiveness is diminished just when they are most needed

I've been concerned about this for many years and I think this should be raised with institutions and organisations to determine how serious this is. 

Brake lights are the most important rear lights and their effectiveness is diminished just when they are most needed. This must have an effect otherwise why have brake lights at all. I cannot see why this has been missed for so long. 

Please help me to raise this with appropriate people.
