Scots, Welsh and Northern Irish students will not have to pay £9000 fees. Why?

In the March issue of PE, Holly Else discussed the effects of the introduction of the £9000 pa fees on engineering (and all the other) university students. 

But why is it only English students that will have to pay these fees? Is it England alone that has caused the financial ruin that led us to this point? Scots, Welsh and Northern Irish students will not have to pay £9000 fees. Why? 

Answer, feeble students, university vice chancellors who couldn’t say “boo” to a goose, and don’t upset those on the other side of the border. We get what we deserve (in England).
